Specific Duties and Responsibilities Essential Duties:
Perform routine field inspections to monitor contractor performance in renovation of Housing Authority properties including building, electrical, plumbing, mechanical, air movement systems, energy and disabled access.
Inspect all phases of construction work, reviews work progress, quality of work, monitors compliance with building and related codes and completion dates to ensure conformance with contract.
Perform oversight of various service-related contracts to ensure compliance with contract stipulations; e.

, lawn maintenance, pest control, etc.
Document daily inspections and maintains a system of construction records.
Prepare reports and forms for HUD.
Review plans in the field for specific details regarding construction, installation, and approvals.
Adhere to appropriate safety rules and guidelines with respect to the construction industry.
Physically survey properties and assists in physical needs plan assessment.
Assist in scheduling work to be performed to minimize disruption and to expedite work being performed.
Review materials and methods used in building construction and renovation; attends training courses to learn new codes and other inspection regulations.
Other duties as apparent or assigned.
Education, Experience, and Licenses An AA degree in a construction related field and at least three (3) years construction (commercial or residential) experience.
Uniform physical condition standards, building code enforcement, OSHA training, and basic certifications in electrical, plumbing, etc.

Must possess the skills necessary to operate construction tools; read and interpret blueprints.
Certification as a Building Inspector (UPCS) or in a skilled trade or apprentice program (BCN1765) is required within two (2) years of being hired or an equivalent combination of education and experience.
Possession of a valid Florida driver's license.
Knowledge, Skills, and Abilities Knowledge of the principles and practices of the construction industry.
Knowledge of building, electrical, mechanical and air movement systems, and/or plumbing, energy and disabled access codes and regulations affecting work.
Knowledge of the construction and related materials and tools.
Knowledge of the proper care and maintenance of tools of the trade.
Knowledge of appropriate safety methods and techniques.
Ability to operate small office equipment, including copy machines or multi-line telephone systems.
Ability to operate a computer for data entry, word processing, or accounting purposes.
Ability to repair small/light equipment (such as a power tool) as well as medium equipment and machinery, such as vehicles or commercial mowers.
Ability to supervise employees that are using/repairing heavy or complex machinery as well as ones developing, installing, or repairing technology systems.
Skill in the use of construction equipment and tools.
Skill in reading and interpreting blueprints.
Skill in climbing ladders and scaffolds to perform appropriate inspections.
Ability to establish and maintain effective working relationships with those contacted in the course of work.
Ability to communicate effectively, both orally and in writing.
Physical Demands and Work Environment:
Work involves moderate to heavy work generally in an outdoor setting.
There is frequent need to drive, stand, walk, sit, talk or hear, use hands, climb ladders or scaffolds, kneel, stoop and perform other similar actions during the course of the workday.
The incumbent must have the ability to lift upwards of 60 pounds, have the ability to see (color/depth/texture perception), and have the ability to smell, taste, and hear (preferably above average.
