MAJOR FUNCTION: The main functions of the Drug Lab Case Manager is to conduct observed and unobserved drug tests collections; operate the chemical analyzer; case management includes invoicing customers, agency and grant entities; process payments; calculate and assemble daily deposits and reports; facilitate client intake and ensure all program documentation is complete, collect and enter data for the LIS and MIS systems; maintain customer files including prescription information; maintain confidentiality in compliance with HIPAA standards; Work involves working with defendants assigned to pretrial, on criminal probation, as well as clients from Department of Children and Families (DCF), Drug Court and Mental Health Court.
KNOWLEDGE, ABILITIES, AND SKILLS NEEDED IN ORDER TO PERFORM THE ESSENTIAL JOB FUNCTIONS:

Knowledge:
Knowledge of Pretrial, Probation, DCF, and Problem-Solving Courts.
Knowledge of substance abuse issues.
Knowledge of court system.

Abilities:
Ability to communicate effectively both verbally and in writing, and to prepare and organize written reports.
Ability to deal effectively and professionally with defendants from various backgrounds.
Ability to plan and organize work effectively.
Ability to create and maintain accurate client records within a computerized information management system.
Ability to establish and maintain effective working relationships with the public and fellow employees.
Ability to exercise discretion, make sound decisions, and exercise good judgement.
Ability to work independently.

Skills:
Computer skills including good typing skills, and proficient with computer programs: MS Windows and Office software (Excel, Outlook, Word, Power Point).

ESSENTIAL JOB FUNCTIONS:
Observe, collect, and processes urine specimens.
Enter data into drug lab database.
Operate chemical analyzer.
Handle chemicals and reagents.
Collect and process client payments.
Work closely with other case managers.
Order chemicals or supplies at the direction of the Lab Manager.
Travel off site to perform collections or to retrieve collections taken off site.
Required to work occasional weekends and evenings.
Testify in court.


EMERGENCY MANAGEMENT
Responsibilities: During emergency conditions, all County employees are automatically considered emergency service workers. County employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and are expected to perform emergency service duties, as assigned.

ESSENTIAL PHYSICAL SKILLS: Requires manual dexterity sufficient to operate a keyboard, calculator, telephone, copier, and other related office equipment as necessary. Good vision and hearing with or without correction. Occasional walking and frequent standing. Ability to occasionally lift 30 pounds. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.

ENVIRONMENTAL CONDITION REQUIREMENTS: Constant work inside the office in a sedentary posture.

WORK HAZARDS: Working with chemicals and urine. Possible vision or hand/arm dysfunction due to heavy computer work.

SAFETY EQUIPMENT USED OR NEEDED: Gloves, protective clothing.
EDUCATION: Graduation from high school or possession of an acceptable equivalent of a diploma. An associate degree or a certificate in applied science or science-related technology preferred.

Experience: Two (2) years of Criminal Justice or related experience. A comparable amount of training and experience may be substituted for the minimum requirements.

LICENSE, CERTIFICATION, OR REGISTRATION: A valid Florida driver's license is required with a good driving record. Ability to pass a FDLE background check.
Pay Grade: G06
Driving Position - Operating County vehicles and/or equipment is a primary function of this position.
PRE-EMPLOYMENT SCREENING: This position requires a physical, drug testing, driver's license verification and level 1 background screening.Estimated Salary: $20 to $28 per hour based on qualifications.

The check will bounce and the victim is left responsible.
